Again the “bank of the south”

Tremonti has today signed a decree for the departure of the “bank of the south.” In the past we tried others, but ended in a hole in the water.

“It’s not possible that the Mezzogiono is the only major region of Europe that did not own a bank. Today I signed the decree that again with the Bank of Southern Italy. “

The bank of the south is a credit institution which aims to raise the rather poor situation in the south, to support the development of each sector.

The project is now backing in fiscal 2009 and the Sole24Ore reported that the steps are:

• to ensure the presence in the southern regions of Italy of a bank that can support economic development and promote continued growth, is the joint-stock company “Bank of Southern Italy.
• By decree of the Minister of Economy and Finance to be adopted, subject to the provisions of the text of the laws on banking and credit, of which the Legislative Decree of 1 September 1993, No 385, as amended, within one hundred days from the date of entry into force of the law of conversion of this Order, is appointed the committee, with charges of resources referred to in paragraph 4.
• With the decree referred to in paragraph 2 shall also be covered:

a) the criteria for the drafting of the Statute, which provides that the Bank has necessarily established in a region of southern Italy;
b) the arrangements for the composition of shareholding of the Bank, mostly private and popular open deployed, and the recognition of the role of founding the State, Regions, provinces, municipalities, chambers of commerce, industry, crafts and agriculture and other agencies and public bodies, located in the southern regions, which give a share capital;
c) how to ensure, through transparent bidding process, the acquisition of trademarks and names within the limits of the operational requirements of the Bank, branches of enterprises already belonged to the southern and island benches;
d) the arrangements for access to the funds of the Bank and International Finance, with particular reference to the resources provided by supranational bodies for the development of underutilized areas.

• it authorized the spending of 5 million Euros for the year 2008 for the contribution to the Bank’s capital by the State, as the subject property. Within five years from start of operations of the Bank such amount shall be refunded to the state, which assigns to Bank all actions it intestate except one.
• With an obligation referred to in paragraph 4 shall take the corresponding reduction in the allocation of special fund of current writing, the budget for three years 2008-2010, under the ‘reserve funds and special’ mission ‘funds to be distributed ‘of the estimates of the Ministry of Economy and Finance for the year 2008, partly in order using, as a 2.5 million euro, the provision relating to the Ministry for Arts and cultural activities and, as a 2.5 million euro provision for the Ministry of Health.
• The Minister of Finance is authorized to make, with its decrees, the required changes in the budget.
